Who endorses the level on your licence?
ENAC – not your examiner. The Language Testing Body issues the certificate; the endorsement on the licence is made by the authority that issued your licence. For an Italian licence, that is ENAC. ENAC Information Note NI-2020-027 says so:
«Una volta stabilito il livello, l’organizzazione che ha erogato il test rilascia un certificato che l’interessato esibirà al competente ufficio della Direzione Aeroportuale dell’ENAC per l’annotazione sulla sua licenza di volo. L’annotazione dovrà indicare la lingua, il livello di competenza e la data di validità.»
Our translation: “Once the level has been established, the organisation that conducted the test issues a certificate, which the person concerned presents to the competent office of ENAC’s Direzione Aeroportuale for the endorsement on their pilot licence. The Direzioni Aeroportuali are now called Direzioni Territoriali (regional offices), although the old name still appears on the form and in some ENAC texts. Since 1 January 2022, the Direzione Personale di Volo (Flight Personnel Directorate) has been ENAC’s lead directorate for licences – but you address your language proficiency renewal to the Direzione Territoriale responsible for you.
Since 30 August 2022, ENAC has accepted online language proficiency tests delivered by Language Testing Bodies approved by EASA states under FCL.055, provided that the candidate’s identity, security and confidentiality are ensured throughout the test. How does it work? The 7 steps
Before you start, have your certificate, your licence, a valid ID and access to your PEC mailbox ready.
- Receive and check your certificateWithin 24 hours of the test, you receive the LTB 112 certificate by email. Check your name, date of birth, test date and level straight away; if anything is wrong, contact us before you apply. On request, we also send you the documents on the approval of LTB 112 and on the examiner’s authorisation.
- Pay 32 € via ENAC “Servizi OnLine”Register with Servizi OnLine and pay the two items listed on the form: N07-4 (bollo per ristampa licenza a seguito trascrizione abilitazioni – stamp duty for reprinting the licence) and N07-9 (bollo virtuale su istanza – stamp duty on the application), 32 € in total. Save the receipt: a copy goes with your application.
- Fill in the form «Domanda rinnovo competenza linguistica inglese (LPR)»Download the form (in Italian) from the ENAC page (.doc file ). In the heading, enter your Direzione Territoriale (the form still uses the old name «Direzione Aeroportuale»); then your licence type, number and date of issue, the test date and the level achieved.In the field «presso ……» (“at …”), write: LTB 112, Leonding (Austria) – test «ICAO Level». It is a free-text field, so you can also enter a test centre abroad.
- Create one single PDFCombine everything into one PDF file under 20 MB, no ZIP: completed form, certificate, copy of your licence, copy of your ID and payment receipt.
- Send the application by PEC to protocollo@pec.enac.gov.itSend the PDF from your PEC mailbox to ENAC’s registry (protocollo). The subject line must state surname, first name, licence number, the purpose of the application and your Direzione Territoriale – see the template below. Keep the PEC acceptance and delivery receipts.
- ENAC reprints your licenceENAC’s registry forwards your application to the Direzione Territoriale you named, which processes it. The form requests a reprint of the licence («ristampa della suddetta Licenza con il livello … conseguito»): you get a reprinted licence showing language, level and validity date, not a sticker.
- Collect your new licenceAs a rule, you collect it at the Direzione Territoriale, often by appointment only; some offices set fixed days and times for collection. Check your office’s details on the ENAC page . We found no ENAC information on sending the licence by post – if you need this, ask your Direzione Territoriale.
You need your own PEC address. ENAC receives these applications by PEC (posta elettronica certificata, Italy’s certified email) at its registry – ordinary email is not PEC. If you don’t have one yet, set one up with a PEC provider in good time, ideally before your test. Only some Direzioni Territoriali, such as Lazio, also mention submission by post (see below).
What goes in the PEC subject line?
The Direzioni Territoriali ask for a precise subject line, so your application reaches the right office straight away. In the Milano Malpensa section of its “Direzioni Territoriali” page, ENAC uses the LPR renewal as its example:
«Le istanze, salvate esclusivamente in un unico file ed esclusivamente in formato .PDF (no .ZIP), con dimensioni inferiori a 20 MB, vanno inviate, via PEC, all’indirizzo protocollo@pec.enac.gov.it, indicando chiaramente COGNOME + Nome + Oggetto dell’istanza + Direzione Territoriale a cui smistarla. (Es.1: “Pilota X x, Licenza n.Y, Richiesta ristampa per rinnovo LPR Inglese – per D.T. Milano Malpensa”. […])»
Our translation: “Applications, saved exclusively as a single file and exclusively in .PDF format (no .ZIP), smaller than 20 MB, must be sent by PEC to protocollo@pec.enac.gov.it, clearly stating SURNAME + First name + Subject of the application + the Direzione Territoriale it should be forwarded to. Keep ENAC’s Italian wording. For you, the subject line could read:
Subject (Oggetto): Pilota ROSSI Mario, Licenza n. …, Richiesta ristampa per rinnovo LPR Inglese – per D.T. …
Replace “ROSSI Mario” with your surname first, then your first name, as ENAC asks («COGNOME + Nome»). Add your licence number and, at the end, your Direzione Territoriale as shown in the table below – for example “per D.T. Toscana”. The wording means: “Pilot …, Licence no. …, request for reprint for English LPR renewal – for Regional Office …”.
Which Direzione Territoriale is yours?
ENAC has 15 Direzioni Territoriali (regional offices), each responsible for a geographical area. Here is the list according to the ENAC page (updated 16 September 2026):

How long does it take?
Our certificate arrives within 24 hours. The endorsement by ENAC takes longer, and its timing is not in our hands.
ENAC does not publish a specific deadline for language proficiency. The general rule in ENAC’s regulation on administrative deadlines applies: «tutti i procedimenti di competenza dell’Ente si concludono entro il termine di 90 giorni» – all procedures within the Authority’s remit are concluded within 90 days, except those listed in the annex, which does not include language proficiency.
90 days is the maximum set by the regulation, not an average. We found no official data on actual processing times. An incomplete application can cause delays – that is why the checklist above is worth following.
Plan ahead
- Book your test a few months before the validity date endorsed on your licence, not in the last few days, so there is time left for ENAC. You can take a new assessment at any time, even before your level expires.
- Set up PEC and Servizi OnLine before your test, so you can apply on the day your certificate arrives.
- Find out how collection works at your Direzione Territoriale: an appointment is often required.

Does your level expire in the next few months?
Online ICAO English test, Levels 4–6, with a real examiner: about 30 minutes, certificate within 24 hours – leaving time for the ENAC endorsement.
CPL, ATPL or first IR: where does the certificate go?
The LPR form is for renewing or upgrading the level already endorsed on the licence you hold. In some cases, the certificate goes with a different application, addressed to the Direzione Personale di Volo rather than the Direzione Territoriale:
- issue of a CPL or ATPL;
- first issue of an IR (or BIR).
On the “Direzioni Territoriali” page, the Milano Malpensa and Milano Linate sections are clear: these applications go «SOLO alla “Direzione Personale di Volo” e NON alle Direzioni Territoriali» – only to the Direzione Personale di Volo, not to the regional offices. For the IR, for example, ENAC asks for «copia del Language Proficiency se non già presente sulla licenza posseduta» – a copy of the language proficiency certificate if it is not already on the licence held.

A useful detail for the IR: you may not yet hold a Level 4 certificate at the skill test, but under NI-2020-027, § 4, you must «conseguirlo e presentarlo prima dell’annotazione dell’abilitazione IR sulla licenza» – obtain it and present it before the IR is endorsed on your licence.
Student pilot without a licence yet? Ask your flight school (ATO or DTO) or ENAC which application to submit the certificate with. For questions about licences, ENAC lists the Direzione Personale di Volo contacts .
Only Italian radiotelephony on your licence? To extend it to English, ENAC uses a separate application, the «Domanda Trascrizione Abilitazione alla Radiotelefonia in Lingua Inglese», submitted after a course, the English COM exam and a simulated practical test; the language proficiency certificate is one of the attachments. Frequently asked questions about the ENAC endorsement
Do I really need a PEC address?
As a rule, yes. ENAC asks for applications to be sent «esclusivamente via pec» (exclusively by PEC) to its registry (protocollo@pec.enac.gov.it) – ordinary email is not enough. Some Direzioni Territoriali, such as Lazio, also mention submission by post: check your office’s page.
How much does the endorsement cost?
32 € payable to ENAC via Servizi OnLine (items N07-4 and N07-9) before you apply. This amount is not included in the test price. If you don’t have a PEC mailbox yet, also allow for the provider’s fee, if any.
The form asks for the “original and copy” of the certificate – what do I do with a digital certificate?
The LPR form lists «originale e copia» (original and copy) of the certificate and of the licence, but the application is sent as a single PDF by PEC. ENAC does not publish guidance on how it treats the original of a certificate received in digital form. Include the certificate in the PDF exactly as you received it and, if in doubt, ask your Direzione Territoriale before you submit.
Can I fly while I wait for the new licence?
Under FCL.055, you may exercise the privileges of your licence only if the language proficiency endorsement, with its validity date, is on your licence. We found no ENAC guidance on the period between certificate and reprint, and we cannot give you a binding answer ourselves. To avoid this situation, take your test well before the validity date. If the expiry is close or has already passed, ask your Direzione Territoriale how to proceed.
How long does ENAC take to reprint the licence?
ENAC sets no specific deadline for language proficiency. The general maximum for its procedures is 90 days; we found no official data on actual processing times. That is why it pays to book your test early. Timing and planning
I achieved Level 6 – do I still need to apply?
Yes. Your new level only appears on your licence once ENAC has endorsed it, and the procedure is the same. For Level 6, FCL.055 does not require periodic re-evaluation. All about Level 6
Can ENAC refuse the certificate?
The final decision on the endorsement rests with ENAC. NI-2020-027 recognises tests taken in EASA countries, but ENAC reserves the right to decide whether to accept the result if the country’s or the organisation’s implementation of the language proficiency requirement is the subject of a finding during EASA standardisation visits. It never accepts English tests carried out during proficiency checks conducted by a TRE.

Can GAT submit the application to ENAC for me?
No – you submit it yourself from your PEC mailbox, and we do not send your result to ENAC. We send you the certificate within 24 hours and, on request, the documents on the approval of LTB 112 and on the examiner’s authorisation.
